Ortak yurttaşlık bilincinin, kültürel hakların ve kapsayıcılığın esas alındığı her adımın, Suriye’nin toplumsal barışına sunacağı katkının kıymetli olduğunu vurgulayan Babacan, “Güçlü ve kalıcı bir devlet yapısının, ancak tüm toplumsal kesimlerin kendini ait hissettiği, kapsayıcılığın gözetildiği bir anayasal düzenle mümkün olacağı açıktır.” dedi
.Babacan, silahlı yapıların blok halinde değil, güvenlik tedbirleri süzgecinden geçirilerek devlet hiyerarşisine entegre edilmesi ve bilhassa yabancı unsurların Suriye topraklarından tahliye edilecek olmasının, hem Suriye’nin iç barışı hem de Türkiye’nin ulusal güvenlik kaygılarının giderilmesi açısından son derece önemli olduğunun altını çizdi.
Tüm zorluklara rağmen gelinen bu aşamanın, Suriye halkının huzuruna ve refahına hizmet etmesini dileyen Babacan, şu ifadelere yer verdi:
“Temennim; varılan mutabakatın sahadaki uygulamasının sivillere zarar vermeden, temkin ve kararlılıkla sürdürülmesidir. Sınırımızın ötesindeki düğümler çözülürken, içerideki süreçte de bölgesel gelişmeleri beklemek yerine inisiyatif almak elzemdir. Meclisimiz bünyesinde çalışmalarını sürdüren Komisyon, faaliyetlerini ‘Suriye sahasındaki tablonun netleşmesi’ şartına bağlamamalı; aksine raporunu bir an evvel tamamlayarak çözüm için gerekli hukuki ve siyasi mekanizmaları somutlaştırmalıdır.”
Babacan, iç barışı tahkim edecek adımları atmak için dışarıyı izleyen değil, sürece yön veren bir iradenin ortaya konulması gerektiğine vurgu yaptı.
